About The Role
The new government has provided a policy agenda that is positive for local transport planning- ranging from the creation of the National Wealth Fund and a mission to get 1.5 million more homes built, to commitments to sustainable transport through bus and rail reform and increased funding to mayoral combined authorities, to local government reform and the devolution agenda. For the first time in half a decade TfL has funding certainty and security and in collaboration with Boroughs is seeking to deliver on its transport ambitions.
Against this backdrop we are looking for a motivated problem-solver and collaborative professional to fill an Associate position with a focus on London and the South East.
You will be involved in helping governments, industry leaders, and communities develop vision-led policies and integrated strategies that drive sustainable growth, inclusive communities, and more resilient and safer networks. Our expertise spans transport, mobility, economic development, spatial planning, digitisation, and decarbonisation, helping ensure that policy decisions are future-proof and impactful.
With shifting political, economic, and environmental pressures, long-term planning has never been more challenging. We work in partnership with agencies at all scales of government and their delivery partners, to navigate complexity, pioneering pragmatic, evidence-based solutions that embrace uncertainty rather than fear it.

We engage communities, stakeholders, and decision-makers, building consensus and making the case for change with trusted, expert advice.
Main Responsibilities and Accountabilities:
- Develop a pipeline of client work through active management of existing clients and strategic development of new client relationships
- Promote Steer's offer externally and build a profile among external peers and industry groups
- Lead projects as a Project Director, ensuring that best practice techniques are applied consistently and full integration with Steer project teams
- Mentor junior colleagues.
- Diversify Steer's offer to deliver growth in line with company strategy
- Efficiently resource projects and identify commercial risks
- Preparing and presenting reports, proposals, briefing notes
- Working with multi-disciplinary teams to prepare effective plans and documentation
- Manage project budgets exercising effective financial and budgetary control
- Delivery of excellent joined-up and high-profile development and event projects in the UK, which contributes to the company's reputation for delivering excellence
- Taking responsibility to deliver key tasks with a range of projects
- Leading production and delivery of proposals and marketing materials related to our market area from time to time
- Assisting in general business development initiatives
- Taking part in training to develop both your technical and consultancy skills
- Transfer knowledge through formal training, seminars and workshops to promote staff development within the Company and in conjunction with our corporate Learning & Development programme
Requirements
- Knowledge and experience of public sector transport projects in London and/ or South East
- Experience of leading Local Transport Plan or Strategy development
- Strong and proven client management and work-winning skills
- Ability to make good bid decisions in line with company strategy
- Leadership and mentoring abilities
- Technical expertise and ability to communicate solutions with confidence
- Be comfortable working in creative multi-disciplinary teams and provide positive contributions
- Take responsibility for key tasks and workstreams, managing multiple deadlines in parallel
- Demonstrate strong analytical skills as well as excellent written and verbal communication skills
