We are looking for a passionate and forward-thinking Local Area Energy Officer (Climate Change) to lead the next exciting phase of our journey to net zero. This high-profile and outward-facing role will play a pivotal part in delivering the Vale of Glamorgan’s Local Area Energy Plan (LAEP) and driving local, innovative energy solutions that cut carbon, improve lives, and attract meaningful investment.
This role will sit in the Economic Development team but be working cross departmentally with officers in multiple departments as well as external stakeholders to deliver the Local Area Energy Plan actions.
Project Zero Is the Vale of Glamorgan’s Council’s response to the climate change emergency. It brings together the wide range of work and opportunities available to tackle the climate emergency, reduce the Council’s carbon missions to net zero by 2030 and encourage others to make positive changes. Through delivery of the Local Area Energy Plan, this role will contribute to the Council’s Project Zero objectives and the Council’s Climate Challenge Action Plan 2021-2030.

About The Role
Pay Details: Grade 9, SCP 31 - 35, £40,476 - £44,711(Pro Rata)
Hours of Work / Working Pattern: 37 Hours, 52 Weeks, Monday to Friday
Main Place of Work: Currently Barry Dock Office and hybrid
Contract Type: Temporary, 31st March 2028 (3 years)
Description:
- Lead delivery of the Vale’s LAEP and turn strategic ambitions into real-world change.
- Develop and manage energy decarbonisation projects.
- Work with stakeholders from across the public, private and community sectors to co-create solutions.
- Champion innovation, seeking out funding, technologies and partnerships to accelerate progress.
- Communicate impact – engaging residents, businesses and elected members with clarity and enthusiasm.
- Represent the Council on regional and national platforms as our Local Area Energy Plan expert.
About You
What we’re looking for:
- Proven experience in energy planning, sustainability, project delivery or a related field.
- Someone who is proactive and highly driven.
- Strong communication and stakeholder engagement skills.
- A creative, solutions-focused approach to decarbonisation and local development.
- Ability to manage complex projects, budgets, and performance reporting.
- An understanding of national energy policy and local government frameworks.
