Job Description
Job Purpose:
To lead the implementation of the Construction (Design and Management) Regulations 2015 across offshore renewable energy and Battery Energy Storage projects. This role ensures all project stakeholders follow “safe by design” principles and comply with CDM requirements, with a strong focus on regulatory compliance, risk mitigation, and continuous improvement. The Coordinator plays a key role in reducing liability for the Global Offshore Wind & UK portfolio across domestic and international assets.
Job Responsibilities:
Strategic Contribution
- Support the delivery of the Global Offshore Wind & UK strategy by ensuring CDM 2015 compliance, enabling streamlined project approvals and minimizing regulatory delays.
- Align CDM implementation with the UK’s net-zero 2050 objectives and global best practices for managing major hazard infrastructure.
- Promote "safety by design" during early-stage design processes to reduce lifecycle risks and improve asset reliability.
- Contribute to industry-wide efforts to harmonize CDM guidance for offshore renewables.
Regulatory Compliance & Technical Oversight
- Oversee CDM compliance across all phases of Offshore Wind and Battery Energy Storage projects, from construction to operations.
- Interpret and enforce CDM legal clauses and technical requirements in key project documentation (EPC, O&M, Equipment Supply), including QAA, CQR, and CDM provisions.
- Ensure alignment with CDM 2015, ISO standards (45001, 14001, 9001), and internal/client-specific requirements.
- Serve as the designated escalation point for high-severity incidents, regulatory breaches, and non-compliance issues.
Design & Risk Management
- Champion the integration of “Safe by Design” principles across all project stages—from concept to commissioning.
- Review and validate Pre-Construction Information (PCI) and Construction Phase Plans (CPP) for completeness and regulatory conformity.
- Facilitate the development of design risk assessments and residual risk registers to support hazard identification and mitigation planning.
Auditing, Monitoring, and Continuous Improvement
- Conduct regular site audits, inspections, and compliance reviews at offshore and onshore locations.
- Lead and document incident investigations, extracting lessons learned and implementing corrective actions.
- Drive the continuous enhancement of the QHSE Management System by integrating regulatory changes, audit findings, and project feedback.
- Ensure ongoing revision and alignment of CDM strategy and management system documentation.
Digitalization & Data Management
- Leverage digital platforms to track CDM compliance, manage document control, and analyze performance metrics.
- Ensure reporting tools and dashboards are accurate, timely, and aligned with internal governance structures and external requirements
Qualifications
Preferred Qualifications:
- Degree in engineering e.g. civil, mechanical or electrical; Chartered Engineer or Chartered Member of the Association for Project Safety (MAPS) is preferred.
- In depth knowledge of CDM 2015 regulations, particularly for offshore infrastructure projects.
- Proficiency in developing and reviewing PCI, CPP, and Health & Safety Files.
- PRINCE 2 or Six Sigma qualification is an advantage.
- Certified or trained by recognized bodies (IOSH, NEBOSH, APS, RoSPA, or CPD-accredited).
Preferred Experience:
- Minimum of 5 years of experience in managing CDM compliance in offshore wind, marine, or large-scale energy infrastructure.
- Proven track record in developing and maintaining CDM systems within ISO frameworks (ISO 45001, 14001, 9001).
- Experience in integrating CDM/QHSE requirements into EPC and O&M contract structures.
- Demonstrated application of Safe by Design principles in multidisciplinary environments.
- Experience liaising with contractors, designers, and regulatory agencies in complex project settings.
- Delivered CDM training or coaching to project teams or supply chain stakeholders.
- Familiarity with offshore construction risk management, temporary works, and battery storage operations.
- Experience working in multi-cultural and geographically dispersed teams is advantageous.
