Drive the water sector (water & wastewater) strategic asset management planning and management of the financial investments to enable the functional water business areas to achieve their strategic objectives
Key Accountabilities And Activities
Asset Investment Planning
- Develop, implement and upkeep water sector asset management plans in line with the strategic asset management plan and the asset management objectives
- Support the water functional departments to define resources, timescales and costs to deliver the asset management objectives
- Managing the development, operation and upkeep of the long term multi year asset management plans which will inform the long-term financial plan as well as the annual business plan and budget for their asset class
- Optimising the performance of the assets, systems and processes in line with the strategic plan objectives, to achieve the lowest lifecycle costs and maximise the benefits to the community.
- Managing the risk prioritisation models for their asset class to develop a mid term asset investment program and planned maintenance programs
- Ensuring and supporting the functional water business areas to deliver water sector’s long term asset management plans in accordance with the relevant legislative requirements, including overseeing the management of the annual review
- Develop the 5 years investment planning in compliance with the regulatory requirements
- Monitor asset capitalization to ensure alignment with the asset management plans
- Ensuring alignment with NEOM’s strategic plan and other relevant endorsed strategies and policies
- Modelling infrastructure levels of service / risk / budget scenarios to inform evidence-based decision making relating to their asset class.
- Managing periodic asset valuations and manage the asset condition and compliance auditing functions to ensure asset data is managed and assimilated into corporate systems
- Ensure asset standards are defined to deliver water sector strategy and optimum asset lifecycle management
- Create and maintain an asset framework that links the asset strategies to the asset standards, design guidelines and specifications
Stakeholder Management
- Liaise with the functional water business areas to define asset investment requirements and prioritise needs
- Engaging, developing and maintaining constructive and collaborative working relationship across the Water Sector to deliver the strategic objectives
Knowledge, Skills And Experience
- Minimum of 10 years of experience in asset investment planning
- Experience on plan of work stages and necessary interactions with Designers
- Understanding of the relation of Codes & Standards and Design Guidelines
- Design and delivery of water assets, especially in relation to water transmission and distribution
- Knowledge of IFRS standards
- Advanced analytical interpretation and problem-solving skills
- Strong interpersonal, team and communication skill as well as a focus on efficiency and effectiveness combined with a hands-on, can-do mentality
- Strong and positive relationships skills, influencing, and negotiation skills
- Strong presentation skills, presentation preparation and MS Office (Word, Excel, PowerPoint)
Qualifications
- Bachelor’s Degree in Civil or Environmental Engineering or a related field
