Summary
Develop, implement and manage water sector’s (water and wastewater) asset commissioning and handover framework to ensure project delivery is in accordance with their intended objectives and to enable the functional water business areas achieve their strategic objectives.
Key Accountabilities And Activities
Asset Commissioning
- Develop, manage and upkeep water sector’s asset commissioning and handover framework including standards, guidelines and procedures to ensure water projects are in line with intended outcomes
- Monitor water sector projects commissioning activities in coordination with functional water business areas and other stakeholders
- Define commissioning and handover system requirements in coordination with functional water business areas to ensure a smooth assets handover
- Monitor commissioning plans in accordance with the water sector’s employer requirements and
- Track and review commissioning progress and highlight non-compliances
- Monitor installation, submittals and usage of engineering tools adhering to project and commissioning guidelines
- Assist with identification and redressal of commissioning and malfunction issues
- Monitor and manage asset’s warranty post project handover
- Evaluate contractual commissioning statistics and instruction guidelines in accordance with the needs of the project
- Assist in summarizing and updating commission records
- Schedule and supervise operational reviews in association with functional staff
- Attain customer satisfaction through adhering to employers’ requirements with the entire project team
- Contribute to the development of water employer requirements in terms of testing and commissioning Product Standards, and product specifications
Data Management
- Collecting, validating, inputting, manipulating, extracting and analyzing water asset data to inform future developments of standards and specifications.
- Work as a link between Neom projects and asset information and data governance team to ensure accurate information is handover and uploaded into Corporate systems
Stakeholder Management
- Liaise with the functional water business areas to establish Testing, Commissioning Plans and Handover requirements
- Work with the Water BIM lead and NEOM Digital Delivery team to assure water requirements are digitally reflected on NEOM Design Collaboration Platforms
- Liaise with NEOM Projects, ETSD and the Water Sector to ensure projects are deliver in accordance with the Testing and Commissioning plans
Knowledge, Skills And Experience
- Minimum of 15 years of experience in water and wastewater testing and commissioning
- Understanding of the relation of Codes & Standards and Design Guidelines
- Design and delivery of water assets
- Knowledge of Middle East construction standards in particular Saudi Building Code and AWWA Standards
- Advanced analytical interpretation and problem-solving skills
- Strong interpersonal, team and communication skill as well as a focus on efficiency and effectiveness combined with a hands-on, can-do mentality
- Strong and positive relationships skills, influencing, and negotiation skills
- Strong presentation skills, presentation preparation and MS Office (Word, Excel, PowerPoint)
Qualifications
- Bachelor’s Degree in Civil or Environmental Engineering or a related field
