Summary
EPMO: Support setup and ongoing management of the Enterprise Program Management Organization (EPMO) on behalf of OXAGON including data warehouse, systems, procedures, processes, governance and executive-level reporting
Strategic Planning: Support business planning, including defining and monitoring interdependencies across OXAGON business units and functions, coordinating alignment with budgets and manpower plans, and identifying strategic issues and opportunities to improve business performance
Special Projects: Supports or leads development and implementation of large scale changes across the OXAGON organization that will positively impact the business as a whole.
Responsibilities
EPMO
- Takes responsibility for supporting the following activities to enable OXAGON to be successful in delivering its overall program and objectives
- Set-up the EPMO
- Define a tailored database for Oxagon that will act as the “single source of truth” across all departments and delivery partners
- Define the EPMO Operating Model – developing the team structure, roles and responsibilities, processes, procedures and its interfaces across NEOM and within Oxagon.
- Define the reporting requirements across Oxagon, which is capable of analysing trends within the database to create forward-looking reports that will enable data-based decision-making for our executive leadership.
Run the EPMO
- Oversee the operation and maintenance the database ensuring that it is the single source of truth across the organization and provide regular maintenance and audits.,
- Oversee Risk and Change across Oxagon at an enterprise level. This will include providing the analytics to drive forward-looking insights of potential impacts to the wider business,
- Deliver executive reporting that analyses and digests complex data to understand status, trends, root-causes and ultimately supports fact-based decision-making for our leadership to resolve critical issues and risks.
Strategic Planning
- Takes responsibility for leading or supporting the following business planning activities including:
- Development and maintenance of the strategic end-to-end summary plan for the entire lifecycle of Oxagon, managing key interdependencies, oversight and coordination across NEOM entities
- Definition of performance measures, KPIs and targets, across the OXAGON organization
- Support and coordinate with Finance to perform annual budget planning and funding requirements
Special Projects
- Takes responsibility for leading or supporting ad hoc Special Projects as requested by the CEO Office including:
- Identification of continuous improvement opportunities throughout the organization
- Development and implementation of change projects across the OXAGON organization
- Works closely with a variety of stakeholders to identify, scope and implement transformations that will positively impact the business as a whole
- Organizes and delivers strategic and organizational wide transformation projects in line with OXAGON’s future strategic direction
People Management
- Help instill a culture of performance and collaboration within OXAGON
- Help build a and maintain a high-performance team, noting that this will be comprised of both full-time staff and Consultant support
- Participate in setting performance requirements and recruiting for key positions across the CEO Office
- Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance

Requirements
Role specific requirements
- 10+ years of professional experience, ideally with real estate and infrastructure development experience
- 5+ years of managing consulting experience gained in a top tier, or Big 4 global management consulting firm
- Professional Degree in Business or related field, Masters Degree or MBA is an advantage
- Expertise in areas of project management, business analysis and problem solving
- Excellent written and verbal communication skills in English language
- Ideally some professional experience gained in the Gulf Region.
