Role Purpose
Working within the NEOM TROJENA Proponent the NEOM Project Engineer in the Programme Management Office is responsible for supporting the duties of the Program Management Office (PMO) in general terms to ensure programs and projects meet organization goals and requirements. The PMO Project Engineer will be managing the day-to-day activities in the PMO, providing support on PMO policies and processes, administration, stakeholder and interface management, and collaborating with others to develop projects and program and will be reporting to the NEOM TROJENA Snr Project Manager/s and also on some topics to Directors of the PMO.

- Support the PMO organization structure and requirements in line with project objectives.
- Supervise and support staff as required by the department
- Ability to manage multiple enterprise level/high traffic projects, meet deadlines, interface with different sectors and stakeholders and work in a fast-paced technology driven environment
- Oversee the delegation of work to others.
- Support and manage interaction with other departments
- Support tech solutions and tools and their use within the PMO
- Assure delivery of projects/programs on time, within scope and on budget.
- Manage risk, issue and change resolution process, and work with other leaders to take corrective action as needed.
- Monitor compliance with policies and standards.
- Provide Seniors with the information needed to assess which proposals have the highest potential value, impact and strategic alignment.
- Evaluate, create trackers and monitor projects to ensure they are meeting company standards, adhering to budgets, and meeting deadlines.
- Accurately documenting the project's creation, development, and execution as well as documenting the project's scope, budget, and justification.
- Report to the NEOM TROJENA Snr Project Manager of PMO.
- Oversees and supports drafted of improvements to the implementation of NEOM process and procedures.
Additional Specialist Role Requirements
- Coordination and management on behalf of the PMO team with the Trojena masterplan team. This role will support coordination of change with the relevant stakeholders and advise the team of the consequences of the change/s in relation to the delivery programme and changes required to the masterplan infrastructure. This part of the role will require interaction at Director and Snr Manager level across the Trojena team. The role requires an understanding of design, urban design and masterplanning and the construction delivery impact of change and how challenges can be resolved, particularly at interfaces.
- Also, the PMO will require the role to advise on issues of a technical design nature from a practical architectural perspective and MEP, life safety systems and be skilled at understanding and applying process and procedure to the management of design within the timelines set out.
- The role will also require experience of construction oversight to assure that the works are executed on site in accordance with the design and specification.

Knowledge, Skills and Experience
- 4+ years' Project Management experience
- Knowledge of Engineering, Project and Construction Management principles, practices and procedures.
- Knowledge of project and change management and associated methodologies, techniques, processes and approaches
- Budget, cost and profitability management skills
- Knowledge of resource management tools
- Juggle multiple goals and deadlines in the context of the big picture
- Developing skills in Team Leadership & Development: developing ability to mentor, coach and effectively transfer expertise to others
- Facilitation, Negotiation & Problem Resolution Skills: Ability to build a strong network and relationships at senior levels with technology and solutions, customers and vendor groups

Qualifications
- Bachelor’s degree in Engineering
- Project Management qualifications/certification
- Urban Planning qualification
- Master’s Degree in any of the above desirable
- Professional membership of a relevant body
