Role
The FM Business Support Director for The LINE FM occupies a pivotal role, serving as an essential bridge between the organization's strategic initiatives and operational execution. This dual-faceted role is divided into two key functions:
- Business Administration: Responsible for managing vital organizational functions, including Human Resources, Business Planning, Business Finance, Organization Coordination, Organization Auditing, Budget Development, KPI Management, and Implementation Plan Tracking. The aim is to ensure smooth, day-to-day operations of The LINE FM.
- FM Local Talent Development & Technical Training: Leading efforts in attracting and developing local FM talent, as well as overseeing service provider training, qualifications, competency frameworks, and accreditation.
In both capacities, the FM Business Support Director is charged with crafting and executing operational plans that translate The LINE FM's strategic objectives into measurable outcomes. This involves inspiring and leading a team to meet specific targets, contributing to the organization's overall efficiency and success in close coordination with the LINE FM Leaders and NEOM Sectors / Departments.
Acting as a trusted advisor to the Executive Director (ED), the FM Business Support Director plays a proactive role in strategic decision-making, offering valuable insights on a range of operational and strategic matters. They work in close coordination with all LINE FM Directors and NEOM Sectors/Departments to ensure unified organizational efforts.
Aligned with NEOM's core values, the FM Business Support Director is expected to be a catalyst for positive change, challenging conventional approaches and driving operational efficiencies. Their role is instrumental in shaping organizational strategies and fostering a positive, inclusive culture, thereby significantly impacting The LINE FM's success and growth trajectory.

Key Responsibilities
FM Human Resources
- Support the Development and implementation of HR strategies in line with the organization's mission and vision.
- Manage recruitment, onboarding, and offboarding processes effectively.
- Establish and maintain HR policies and procedures compliant with labor laws and regulations.
- Oversee performance management and employee development programs to foster a culture of continuous learning and growth.
- Handle employee relations issues and promote a positive work environment.
- Support training and development initiatives to enhance employees' skills and capabilities.
- Ensure HR data and records are maintained accurately and confidentially.
- Foster effective communication channels to address employee concerns and feedback.
- Stay updated with industry best practices and implement relevant HR trends.
- Collaborate with management to align HR strategies with the overall organizational objectives.
- Promote diversity, equity, and inclusion in line with NEOM's values, ensuring a fair and inclusive work environment.
FM Financial and Account Management
- Oversee financial reporting and compliance, ensuring alignment with NEOM's values of integrity and respect.
- Develop, manage, and monitor the organization's budget.
- Implement and manage financial controls to minimize financial risks.
- Conduct regular audits to assess the organization's financial health and identify areas for improvement.
- Optimize financial processes and systems to enhance operational efficiency.
- Present financial reports and recommendations to the management for review and decision-making
Local Talent, Development and Service Provider Technical Competency
- Identify local talent needs and align them with organizational objectives.
- Support the Development of strategies for local talent acquisition and retention.
- Establish training programs to enhance the technical competency of service providers.
- Foster relationships with local educational institutions and training providers to support talent development initiatives.
- Monitor the performance of local service providers and provide constructive feedback.
- Stay informed about local industry trends and standards to maintain a competitive edge.
- Collaborate with relevant stakeholders to create opportunities for career growth and advancement.
- Foster an inclusive and supportive environment for local talent and service providers to thrive.
Business Management
- Oversee the efficient functioning of the office facilities and infrastructure.
- Develop and implement office policies and procedures to ensure a productive and safe work environment.
- Supervise administrative staff, providing guidance and support as needed.
- Coordinate office events and meetings, including logistics and scheduling.
- Address any office-related issues or concerns promptly and effectively.
- Ensure compliance with health and safety regulations within the office premises.
- Work with all LINE FM Directors to develop and implement “Implementation Plans” for their function.
- Working with the PMO function, act as the custodian for tracking the progress of implementation plans, ensuring alignment with LINE FM and NEOM's strategic objectives.
- Develop and track key performance indicators to gauge organizational performance and drive continuous improvement.
- Oversee and conduct internal and external audits to ensure compliance and operational efficiency.
- Lead the creation and execution of comprehensive business / operating plans that align with organizational objectives and NEOM's vision.

- Development and management of organization's budget, acting as the custodian for budgetary allocations and expenditure.
- Tracking and reporting on LINE FM KPIs, offering a measurable assessment of operational effectiveness.
- Custodianship and tracking of Implementation Plans, ensuring alignment with LINE FM and NEOM's strategic objectives.
- Development and execution of comprehensive business/operating plans, aligning with organizational and NEOM's objectives.
Team Management and Collaboration
- High levels of employee engagement, satisfaction, and retention within the LINE FM.
- Achievement of team performance targets and objectives.
- Effective collaboration and communication within the team, with other LINE FM Directors, and across the organization, ensuring alignment with The Project FM Executive Director at each stage.

Background, Skills & Qualifications

- 15+ years extensive experience.

Qualifications
- BSc/MSc in Facilities Management, BEng, Business Administration, or a related field from a recognized university, with the appropriate experience in FM strategy for large, mixed-use developments. A Master's degree or MBA would be highly desirable.
- Professional registration and accreditation with applicable institutes such as CIWFM or FIWFM with IWFM (Institute of Workplace and Facilities Management) or FMP/CFM with IFMA (International Facilities Management Association) are considered advantageous.
- Bachelor ' s Degree Business, Project Management, or related field.
- Master’s degree in business or FM preferred.
- Professional registration and accreditation with FM, or Business Institute
- Excellent communication skills, with a high standard of English (oral and written).
