Job Purpose And Accountabilities
Role Summary
The job holder is responsible for defining requirements needed for off-plan affairs, issuing licenses for developers, and seeking for new opportunities to improve existing practices in order to ensure alignment with Real Estate Office’s mandate and objectives

Strategy and Objectives
- Contribute to the development and refinement of the Mandate and Objectives of Real Estate Office and contribute to the overall process of decision-making
- Develop Regulatory Affairs and Licensing Department strategic plan in line with Real Estate Office’s Objectives
- Set Regulatory Affairs and Licensing Department performance objectives and continuously monitor progress towards strategic objectives
- Advise Head of Real Estate Office on related issues that strategically impact Real Estate Office
Organization, Resources, and Monitoring
- Ensure that Regulatory Affairs and Licensing Department objectives are well communicated and understood at all levels
- Recommend optimal structure and manpower size for the Regulatory Affairs and Licensing Department in line with predefined strategy
- Endorse Regulatory Affairs and Licensing Department policies ensuring all relevant requirements are fulfilled while adhering to laws and regulations
- Establish control system and monitor execution and performance
- Take key decisions related to Regulatory Affairs and Licensing Department or escalate to Head of Real Estate Office when required
Off-Plan Activities
- Understand the market dynamics and trends through extensive market research and collect issues and challenges to ensure excessive opportunities for business growth and adjust the practices accordingly
- Coordinate with off-plan committee to review policies and set guidelines for licensing plan and requirements for developers in the real estate sector
- Collect off-plan document, review license application, forward to off-plan committee to study eligibility of the license and accordingly approve successful application
- Receive and request progress updates on off-plan developments and conduct meeting with off-plan committee to align on progress and accordingly highlight major deviations for licensing off-plan professionals
- Complete all relevant paperwork, keep files organized and accessible and comply with off-plan committee regarding documentation and quality assurance
- Ensure developers of off-plan projects apply for licenses and take legal actions on those who do not comply with the law
- Conduct periodic inspection on developers and ensure registration of the sales of the off-plan units and provision of the required information of the development to the office of real estate
- Perform all other duties and tasks as assigned

- Inspire the team and provide guidance and mentorship in order to create a performance-driven culture
- Lead the process of effective manpower planning in Regulatory Affairs and Licensing Department, and ensure that team is qualified through recruitment, training, and development, performance management, and maintain high level of employee engagement and motivation

A minimum of 12 years of relevant experience
Bachelor’s degree in business administration, economics, engineering, or finance
Master’s degree in MBA is preferred

- Previously demonstrated knowledge and credibility in the sector through board positioning, speaking engagements, teaching positions, publishing papers, or international awards
