Operations Transition Lead

Role Purpose:

The Operations Transition Lead will play a critical role in supporting the transition to a Rail Eco-system capable of safely operating and maintaining the NEOM Rail Systems. This individual will work closely with Rail team, to develop and deliver the strategic plan to build the necessary NEOM organisational capabilities and to outsource O&M capabilities to the external market. The individual will work to deliver performance metrics and reporting and data-driven decision making to drive sustainable operations growth and improve organizational efficiency in line with the strategic plan working closely with the Shadow Operator to deliver a robust plan to develop the operational systems and processes for the commencement of Commercial Operations.

Key Accountabilities:

  • Support and drive the NEOM Rail O&M transition process.
  • Coordinate inputs from NEOM Rail resources to create and deliver the NEOM Rail O&M transition plan including identifying dependencies and implementing cross-workstream/cross output collaboration systems with key stakeholders (Airports, Oxagon, The Line etc).
  • Support the delivery of a robust plan to develop the operational systems and processes for the commencement of Commercial Operations and ongoing changes as the system matures, develops and expands to meet future population growth.
  • Review and evaluate systems, processes and associated operational documentation to deliver the essential components of the commercially operated railway including train planning, resource management, customer experience and operational rules and procedures that are essential in the safe delivery of train services for rail customers.

Knowledge, Skills and Experience:

  • Strong business acumen and the ability to understand and communicate the impact of performance metrics on the overall business.
  • Experience in Change Management and Organisational design.
  • Experience with agile methodologies and project management for service delivery projects (e.g. Operations and Maintenance organisations), preferably in the Transport industry
  • Proven know-how in developing quality assurance/efficiency and performance management processes and procedures.
  • Excellent communication and interpersonal skills, including the ability to effectively communicate with team members.
  • Ability to work well under pressure and in high-stress situations.
  • Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally.
  • Strong understanding of performance management methodologies and frameworks (e.g. goal setting, performance review and improvement processes, etc.).

Qualifications:

  • A Bachelor's degree (or higher qualification), or equivalent experience in business, finance, engineering or a related field.
  • Knowledge of English language either on native or fluent proficiency is required. Written report writing, form completion, and corresponding with various parties in clear and correct English is required.
  • Knowledge of Arabic language either on native or fluent proficiency is a plus.
