Role Purpose:

NEOM Environment Department is searching for an experienced and innovative professional to lead the Environmental Quality, Technology and Compliance Unit. This is an exciting and unique opportunity for an experienced career professional with highly developed leadership acumen and technical knowledge. The NEOM giga-project aims to be the most environmentally conscious and sustainable development project on the planet. This role is critical to enable the Business to implement and deliver against its environment and sustainability commitments and wider NEOM sustainability vision.

Key Accountabilities & Activities

Project Delivery

• Oversee the execution of the full mandate of the NEOM Environment (NEV) Environmental Quality, Technology and Compliance Unit, including, but not limited to delivery of implementation plan milestones, budget management, monitoring and reporting, communications and engagement, strategic leadership.
• Lead the establishment of NEV’s newly form Environmental Quality Team, providing direction and supporting implementation of programs.
• Lead the delivery of NEV’s Compliance Assurance program, providing strategic direction and supporting implementation of programs.
• Provide guidance, technical inputs on key Environmmental Quality and Compliance issues.
• Lead the implementation of NEOM’s Technology Strategy
• Develop (and support the development) of the Environmental Quality, Technology and Compliance Unit key guidelines, methodologies, tools, templates, procedures, and dashboards
• Research, propose and initiate appropriate external partnerships in line with the Technology Strategy
• Participate in departmental budget considerations and processes and help ensure overall departmental budget approval and performance
• Actively contribute to new projects/initiatives related to NEV Environmental Quality, Technology and Compliance Unit strategy and programs
• Collaborate and actively contribute to implementation of other related NEV and NEOM strategy initiatives and programs
  
  

Stakeholder engagement

• Ensure regular reporting to CEnvO, relevant task forces and committees and plan periodic touch points with a range of relevant internal and external stakeholders
• Develop strong relationships across the organization and stakeholders
• Identify and proactively engage with key internal and external stakeholders across NEOM as required to achieve delivery of all related areas of NEOM Environment Strategy, and NEV Environmental Quality, Technology and Compliance Unit programs
• Champion awareness campaigns on various Environmental Quality, Technology and Compliance topics within NEOM
  
  

Team and people leadership

• Oversee the NEV Environmental Quality, Technology and Compliance Unit and support in capability building of unit members (e.g., internal trainings, workshops, on the job training, etc.)
• Engage in recruiting team members and resource allocation
• Create and implement a team development plan to identify and address the skills and knowledge gaps of team members
• Provide regular feedback and coaching to team members to help them develop their skills and careers
• Foster collaborative and supportive work environment where team members feel valued and respected
• Promote diversity and inclusion within the team and the Decarbonization Unit as a whole
• Represent the NEV Environmental Quality, Technology and Compliance Unit to other departments and stakeholders
• Build and maintain relationships with key stakeholders to support the NEV Environmental Quality, Technology and Compliance Units goals
  
  

Knowledge, Skills And Experience

The Executive Director Environmental Quality, Technology and Compliance should have a track record in delivering critical strategic projects for comparable scale/ context and have a strong working knowledge of the project delivery, mega-project development programs, corporate governance, environmental technologies, environmental monitoring and environmental compliance assurance programs.

The ability to lead multidisciplinary teams within NEV and to inspire advocacy and accountability amongst NEOM Proponents and Sectors is of paramount importance.

Tasks may include culture building, project leadership, overseeing preparation of consultant statements of work, desktop research, technical input, chairing meetings, stakeholder engagement, document/ presentation preparation and review.

As a minimum the role will require:

• 15+ years of experience in corporate environmental management with strong exposure to construction industry.
• Strong track record of managing and executing complex projects.
• Deep knowledge of leading environmental principles and practices in the construction industry and corporate.
• Strong leadership and management skills, with a proven track record of effective leadership.
• Knowledge of international frameworks, standards, guidelines and methodologies, as well as industry-specific initiatives and regulations related to technology, monitoring and compliance assurance.
• Knowledge of environmental technologies and corporate digital tools and their application in the construction industry.
• Strong analytical and problem-solving skills, with the ability to use data to drive decision-making.
• Excellent leadership communication and interpersonal skills, with the ability to interact and influence stakeholders.
• Ability to work independently and as part of a team, managing multiple projects simultaneously.
• Strong organizational skills and the ability to manage multiple projects effectively.

• MSc in Environmental Science or Environmental Management.
• CEnv or equivalent
