Policy and Standards Setting
- Develop and implement the HWB Authority policy position on pricing and coverage, in collaboration with Health Insurance, Therapeutic Goods, Provider Oversight other sectors and the HW (Health and Wellbeing) Company
- Develop and implement standards for pricing and coverage and use these standards to drive up quality, safety, efficiency and effectiveness across all areas of responsibility
- Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
- Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
- Collaborate with relevant NEOM staff members and leaders to identify required projects and initiatives that support the achievement of NEOM’s HWB vision
- Develop and implement the HWB Authority strategy to ensure a strategic and comprehensive delivery of expert services, systems and outcomes in support of NEOM’s HWB vision
- Develop and administer outcome-based healthcare reimbursement policies and standards
- Ensure there is a collaborative multi-professional approach to setting the outcome metrics and the payment mechanism based on delivery of the outcomes
- Ensure that the outcomes framework is based on global evidence and contributes to the personalized preventative approach and the achievement of extra heathy life years as the system matures
- Recommend the digital systems and tools to monitor compliance with the outcome framework and ensure processes are in plan to evaluate its impact on the targeted population. Work with colleagues to ensure the required systems are in place and are effective
- Develop and oversee the work program to implement the required digital tools
- Determine coverage of healthcare services and treatments, including drugs, biologics, and medical devices with Health Insurance and Therapeutic Goods teams, and HW Company
- With Health Insurance, regulate access to care, encourage and incentivize use of preventive care, primary care, telemedicine and digital care platforms, and other measures to control costs and provide the best health outcomes
- Working with Health Insurance, develop and implement the arrangements for the NEOM Safety Net fund, working with key stakeholders and ensuring that this is reviewed at least annually
- Conduct annual reviews of the NEOM essential benefits package in collaboration with Health Insurance, Residency Authority, Employment Authority and NEOM Company, ensuring the package remains aligned to NEOMs vision, is aligned with the base economy and remains attractive to investors, tourists and residents
- Develop the annual policy on pricing of goods and services related to the responsibility of the HWB Authority
- Establish an expert advisory committee comprising local and global experts
- Regulate pricing of healthcare services and treatments, including drugs, biologics, gene therapies, and medical devices using international best practice methodologies
- Support Therapeutic Goods in compiling schedules of goods to be authorized for use in NEOM including the financial standards required for a technology appraisal process
- Establish a review process to amend pricings as soon as new evidence or regulatory changes occur
- Develop and implement a communication, briefing and enquiry’s function for pricing
- In collaboration with key stakeholders develop and implement the enforcement regime as a digital process that enables continuous and proactive monitoring of compliance to identify potential areas of non- compliance at the earliest opportunity, including early warning signals
- Help instill a culture of continuous development, guidance and performance within the HWB Authority team
- Take responsibility, in collaboration with other HWB Authority senior leaders, for building and maintaining a high-performance team, including full line management responsibilities for staff
- Participate in setting performance requirements and recruiting for key positions across the HWB Authority
- Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance
- Promote a high-performance working environment embracing NEOM’s values
- Develop and implement a program of capacity development for staff
- Ensure that all services provided are high-quality, digitally enabled and based on global best practice, this incudes services that are provided by a third-party on behalf of the HWB Authority
- Lead the development process for service level agreement or other contractual mechanisms necessary to provide regulatory services on behalf as HWB Authority
- Ensure there are effective and transparent review processes in place to monitor the key performance metrics for the delivery of services provided by any third parties
- In collaboration with collages develop effective processes to oversee the collection and disbursement of all fees and fines
Knowledge, Skills and Experience
- 15+ years working as a senior expert with a track record in improving heath financing and supporting health systems to move to patient level costing and outcome focused reimbursement
- Expert knowledge of clinical (patient) level costing systems
- Expert financial management skills
- Experience in developing and implementing costing standards
- Expert level knowledge of analytics, including the ability to understand root causes of problems and drivers of inefficiency or unwarranted cost
- Strong commercial acumen and an understanding of the complexities of managing a healthcare ecosystem, balancing demand and supply and financial sustainability
- Strong leadership skills and proven ability to simultaneously manage a wide number of different functional areas
- Highly advanced digital skills
- A creative and agile approach to workplace challenges
- A proven ability to motivate staff and provide appropriate developmental opportunities that increase operational performance,
- Highly motivated and passionate advocate for NEOM HWB Authority; clearly committed to driving improvement in health services through a data-driven approach; able to act as a role model to others
- Able to develop policy at a senior leadership level
- Development of commercial contracts and contract management
- Demonstrate effective strategic judgement; able to translate strategic goals into implementable plans and activities for departments
- Experienced leader with clear vision and guidance for departments and teams; passionate and persuasive change leader
- Able to translate HWB sector vision and strategy into organizational initiatives; motivate others to deliver high performance
- Collaborative working style, able to build relationships proactively with senior stakeholders; seen as a key influencer within the health system
- Foster an open feedback and collaborative culture, new and flexible ways of working while tracking and demanding key deliverables of departments; able to identify and address conflicts when these arise
- Clinical qualificatio Essential
- Degree in in related area of study
- Masters in a related field or MBA
- Qualified Accountant
- Certification or other qualification in healthcare pricing methodologies
