Key Accountabilities & Activities
Policy and Standards Setting
- Contribute to the design and implementation of NEOM HWB Authority strategic objectives and goals by developing an excellence approach to policy, standard setting and the execution of the regulations
- Use standards to drive up quality, safety, efficiency and effectiveness across all areas of responsibility
- Develop the policy and standard for public health and wellness at NEOM, ensuring collaboration with Health and Wellbeing (HW) Company and other NEOM sectors
- Develop the Infection, Prevention and Control policy, standards and key performance metrics to continuously improve practice and outcomes
- Develop the HWB Authority policy and standards to ensure an agreed, cross-sectoral approach to achieving the principles of health and wellness in all policies at NEOM
- Develop the standards for commissioning essential public health services
- Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
- Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
- To promote equality and inclusion across all regulatory provision through policy initiatives, personal example, open commitment, clear action and direction
- Develop collaborative arrangements with NEOM sectors to support Base Economy Authorities in responding to public health emergencies in NEOM and throughout the Kingdom
- Propose and participate in public health emergency training and simulation events with key internal and external stakeholders
- Contribute to the Emergency Preparedness and Response planning at NEOM and for KSA collaborations
- Establish areas of collaboration on Public Health topics across Departments of NEOM Authority and sectors to improve health outcomes of the population
- Establish key collaborations with KSA on Public Health Functions (including surveillance, vaccination, screening)
- With the Director responsible for Social Care and Welfare and HW Company, lead on options for the integration of health and social care services and take forward the approved plans
- Develop collaboration systems and processes with the Population Health, Health Insurance and Health Pricing and Coverage teams in HW Company to ensure the essential health insurance benefits are aligned with public health and prevention priorities
- Develop and implement the regulatory directives for the use of technology to promote wellness, prevent and diagnose disease, and reduce barriers to care, working in collaboration with HW Company
- Ensure the delivery of a digital-first regulatory system to support surveillance, monitoring and evaluation of health and wellness and inequalities in health outcomes of local communities and the proactive identification of warning signals regarding heath protection
- Develop the digital plan for public health and wellness, including the surveillance system set-up and guidance on the necessary statistical interpretations and thresholds for interventions
- Take a lead on developing training and education in public health data and analysis
- Take a lead on research and provide scientific guidance on public health new developments and areas of innovative practice
- Commission priority research and development, including surveys and studies
- Ensure that an evidence-based approach is used to recommend complementary medicine and integrative health practice and products in relation to wellness
- To bring an academic perspective to all public health and wellness work undertaken
- Propose the priority public health service to be commissioned as part of an annual review process, the services should be effective, value for money and meet quality standards
- Provide specialist public heath and wellness advice to heath planners on priorities for health and social care spending
- Develop the Public Health & Wellness Outcome Framework, including setting the vision and processes to increase healthy life expectancy and reduce the differences in healthy life expectancy between population segments of the NEOM community, with a focus on the wider determinants, heath improvement priorities, premature morbidity, maternity, child and adolescent, mental heath
- Contribute to the development of plans to support and enable NEOM local communities to become healthy, sustainable and cohesive
- Lead on public health and wellness critical communications and HWB Authority educational briefings on public health and wellness
- Oversee the targeted public health and wellness HWB Authority community programs such as wellness & health promotion, the targeted screening programs, vaccination schedule development and roll-out, personalized prevention activities
- In collaboration with key stakeholders develop and implement the enforcement regime as a digital process that enables continuous and proactive monitoring of compliance to identify potential areas of non- compliance at the earliest opportunity, including early warning signals
- a schedule of comprehensive essential standards as a compliance framework, that are to be used to assess compliance with licensing arrangements
- Ensure that the essential standards and the technical guidelines are reviewed and updated as new evidence of best practice becomes available
- Help instill a culture of continuous development, guidance and performance within the HWB Authority team
- Take responsibility, in collaboration with other HWB Authority senior leaders, for building and maintaining a high-performance team, including full line management responsibilities for staff
- Participate in setting performance requirements and recruiting for key positions across the HWB Authority
- Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance
- Promote a high-performance working environment embracing NEOM’s values
- Develop and implement a program of capacity development for staff
- Ensure that all services provided are high-quality, digitally enabled and based on global best practice, this incudes services that are provided by a third-party on behalf of the HWB Authority
- Lead the development process for service level agreement or other contractual mechanisms necessary to provide regulatory services on behalf as HWB Authority
- Ensure there are effective and transparent review processes in place to monitor the key performance metrics for the delivery of services provided by any third parties
- In collaboration with colleagues develop effective processes to oversee the collection and disbursement of all fees and fines
- Utilize the public health resources imaginatively and cost effectively across all domains of public health in order to improve health and wellbeing of local communities and reduce inequalities in health outcomes
Knowledge, Skills and Experience
- 15+ years in senior leadership positions in Public Health Agency / Department of Public Health
- Extensive experience managing financial budget, implementing strategy, driving organizational change and collaboration across departments
- Extensive experience devising and implementing effective communications and engagement strategies
- Advanced analytical capabilities including qualitative and qualitative analysis
- Advanced capabilities in Epidemiology
- English language proficiency
- Track record of securing documented improvements in public health and wellness
- Evidence of research publication in public health or related peer reviewed journals and global conferences
- Understanding of the NEOM vision and ability to translate this into regulations and rules
- Highly motivated and passionate advocate for NEOM HWB Authority; clearly committed to driving improvement in health services through a data-driven approach; able to act as a role model to others
- Able to develop policy at a senior leadership level
- Development of commercial contracts and contract management
- Demonstrate effective strategic judgement; able to translate strategic goals into implementable plans and activities for departments
- Experienced leader with clear vision and guidance for departments and teams; passionate and persuasive change leader
- Able to translate HWB sector vision and strategy into organizational initiatives; motivate others to deliver high performance
- Collaborative working style, able to build relationships proactively with senior stakeholders; seen as a key influencer within the health system
- Foster an open feedback and collaborative culture, new and flexible ways of working while tracking and demanding key deliverables of departments; able to identify and address conflicts when these arise
