Lead Strategic Partnerships

Role Purpose

NEOM’s Government Affairs, Lead Strategic Partnerships will play a critical role in enabling NEOM sectors and stakeholders to collaborate with Governmental entities in obtaining requirements and understanding the mandate and the areas of collaboration, which will be the key enablers to NEOM Sectors and proponents fully operating and succeeding in the future. In this role, the individual will work, supervise, track/report, and assess every part of the ongoing program, from its beginning stages to the end results. Assessing if the program is performing as planned, achieving the goals it set out to accomplish, and advising where needed. Ensure that the program is completed to a high standard and meets the set objectives within the given timeframe, aligning with the vision and aims of NEOM’s Government Affairs and ensuring that the desired outcomes are achieved to enable NEOM’s Vision and strategy.

Key Activities

  • Work in Governmental Engagement and Strategic Partnerships programs.
  • Work towards achieving the program's short and long-term goals while ensuring other team members meet them.
  • Develop and implement guidelines, policies, and procedures related to the GA's program.
  • Evaluate the program's strengths and identify areas for improvement, including a detailed program schedule, work plan, and required actions.
  • Utilize best practices, techniques, and standards throughout the program's execution.
  • Assign tasks to team members and ensure that program objectives are completed on time and as required.
  • Clearly communicate expectations to team members and stakeholders.
  • Evaluate team members' performance and provide them with feedback. Report to the line manager as appropriate.
  • Resolve any problems that arise with the program.
  • Monitor the program's progress and report it in regular meetings with high-level managers and stakeholders.
  • Work closely with team members and resources effectively and efficiently to achieve program objectives.
  • Lead and follow up on the engagement through committees and subcommittees within the current Memorandums of Understanding (MoUs) program boundaries.
  • Provide guidelines to subordinate staff and direct their workload to ensure schedules are being met.
  • Track the progress of the program and its portfolio and capture outcomes to achieve goals effectively.
  • Participate in committees in diverse capacities, such as secretariat, overseer, etc.
  • Schedule regular meetings with internal and external stakeholders for effective communication and collaboration.
  • Fulfill program agenda with internal and external stakeholders, assigning tasks and communicating expected deliverables to ensure smooth program execution.
  • Collaborate closely with all stakeholders to ensure program success.
  • Ensure meetings are effectively organized and minuted.
  • Organize and keep consolidated records of all programs efficiently and effectively.
  • Develop and provide detailed reports and briefings in various formats on a constant and continuous basis.
  • Prepare presentations and perform other required tasks as necessary.
  • Ensure the program/product delivery effectively serves NEOM's vision and strategy.
  • Perform other duties as instructed.

Qualifications / Requirements

Knowledge and Experience

  • At least 5 years of experience working with governmental entities, government affairs programs, and stakeholder management.
  • Proven experience in developing and executing strategic partnerships and stakeholder engagement plans.
  • Strong communication skills at a high level.
  • Experience in leading, managing, and coaching staff to establish a positive, dynamic, and collaborative communications function.
  • Strong analytical and quantitative skills.
  • Broad knowledge, strong business analytic skills, and decision-making capabilities.
  • Proven ability to creatively solve problems, resolve conflicts, and provide professional advice.
  • Strong diplomatic skills and the ability to work effectively with individuals at all levels of an organization.
  • Ability to work on multiple streams and prioritize effectively.
  • Experience in managing a program throughout its entire life cycle.
  • Strong interpersonal skills and a high degree of resourcefulness.
  • Proficiency in project management tools, methodologies, and best practices.
  • The ability to influence cross-functional teams.
  • Fluency in both Arabic and English, with proficiency in both written and spoken.
  • Proven ability to complete a program according to its scope and timeline.

Education and Certifications

  • Bachelor's degree in business or a related field
  • MBA or similar certification preferred.
  • International project management certification, e.g., PMP, PRINCE2 Preferred
