You will be part of the North West & Central Region (NW&C) which consist of three routes – North West, Central and West Coast South – and a regional team supporting Regional Major Programmes & Professional services.

Brief Description

Develop, plan and manage improvement programmes and communication across Capital Delivery (CD), focussed on safety and sustainability to support CD in becoming a culturally mature, learning organisation.

About The Role (External)

  • Direct and lead the development and delivery of the Capital Delivery Safety and Sustainability improvement programme (including relevant metrics) working with subject matter experts, supply chain and delivery teams to improve CD performance.
  • Develop investment papers and business cases to support safety and sustainability improvement proposals using input from subject matter experts and getting sign off from the Head of Safety and Sustainability.
  • Direct and lead Safety and Sustainability communications and identify opportunities for innovation through industry research and benchmarking to enable a learning organisation.
  • Facilitate effective communication and engagement with both internal stakeholders and the supply chain through regular meetings, workshops, supplier forums and supplier account meetings to enable improved relationships and performance.
  • Deliver the Capital Delivery RM3 model through collating systems and document evidence, workshops and feedback sessions/questionnaires and manage the resulting action plan identified to improve maturity rating.
  • Provide Capital Delivery representation on national and industry programmes and working groups as required and support national and regional programmes to deliver improvements in performance.
  • Direct and lead safety and sustainability improvement activities and maintain effective liaison with peers in the technical authority, the regional team and other Capital Delivery regions to enable effective sharing and learning for continuous improvement, deconfliction of initiatives and alignment to national strategies and policies.
  • Develop and manage the safety and sustainability graduates to enable their development as well-rounded rail professionals with the right behaviours to deliver projects in future roles in a safe and sustainable way. Develop and deliver safety and sustainability behavioural culture change programmes and establish working relationships with the supply chain on this topic.


In order to be successful in this role, we would like you to have/to be:

  • A degree or equivalent level qualification
  • Demonstrable ability to think strategically
  • Demonstrable experience of leading change
  • Demonstrable experience managing projects or programmes
  • Demonstrable experience of writing business cases.
  • Demonstrable experience using management system and / or behavioural models (e.g. RM3)
  • Demonstrable ability to work collaboratively
  • Demonstrable knowledge of safety and / or sustainability management
  • Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
  • Demonstrable experience of bringing different people together; promoting working as one team, Demonstrable experience of challenging self and others to improve services and approaches.
  • Demonstrable experience of thinking through the cost, business priorities and customer implications of their decisions.
  • Demonstrable experience of positively representing themselves/ their team within and external to the business


We would also like but it isn’t crucial to have/to be:

  • Demonstrable knowledge of the railway and / or construction industries
  • Membership of a relevant Professional body
