Role Overview
The Strategy Lead is supporting the development of the strategy for Manufacturing and Innovation across NEOM and drives and optimizes the business plan. The Lead will lead/co-lead strategic projects and initiatives, providing insights and guidance to the wider organization to ensure the success of Oxagon’s objectives. This role involves cultivating strong relationships with key stakeholders, developing new strategic initiatives, and ensuring the alignment of business goals with Oxagon’s strategic vision.
The Strategy Lead supports comprehensive projects/activities, including but not limited to:
- Developing and driving the Manufacturing/Industrial/Innovation strategy
- Developing and executing the Manufacturing Sector business plan
- Conducting benchmarking and market intelligence activities to provide insights into the wider organization
- Project managing strategic projects
- Stakeholder engagement
- Team operations
ROLE COMPETENCIES & ACTIVITIES
The Strategy Lead’s responsibilities will include, but not be limited to:
Functional Strategy & Leadership
- Ensure the implementation of the function’s approved policies, procedures and processes
- Help review the operating model of the function to optimize operational effectiveness
- Formulate and drive strategic development in line with Division’s overall strategy
People Management
- Help identify, recruit and develop resources to drive the mandate of the Group Strategy & Business Development function
Core Mandate
Developing and driving the Manufacturing/Industrial/Innovation strategy
- Support the update and continuous refinement of the Manufacturing Sector strategy (Manufacturing/Innovation/Industrial)
- Drive optimizations and synergies between different departmental strategies to ensure a streamlined and focused organization
- Set the overall strategic targets and measure the progress
- Support in the potential creation and incorporation of businesses aligned with the strategic direction of the company
Developing and executing the Manufacturing Sector business plan
- Support the development and ongoing management of a comprehensive business plan for the Manufacturing Sector
- Constantly run scenario analysis to evaluate different business proposals/business models in an effort to maximize the Sector’s IRR
Conducting benchmarking and market intelligence activities to provide insights into the wider organization
- Conduct in-depth market analysis to stay up-to-date with industry trends, competitive landscape, offerings, and emerging opportunities
- Conduct benchmarking on other comparable industrial cities and research centers around the globe
- Monitor and assess trends in the manufacturing and innovation sectors to ensure Oxagon remains at the forefront of industry developments.
- Recommend strategic initiatives to capitalize on new opportunities
- Develop and implement strategic initiatives to promote data-driven decision-making and market intelligence within the Manufacturing Sector
Project managing strategic projects
- Support/co-lead various key strategic projects from inception to completion, ensuring all objectives are met on time and within budget
Stakeholder Engagement
- Build and maintain relationships with key stakeholders, including other NEOM departments, external partners, and government entities, to support the strategic goals of Oxagon
- Represent the interests of the Manufacturing Sector/Oxagon in various strategic and operational NEOM/PIF projects, working closely with internal and external stakeholders to drive alignment and achieve objectives
- Drive and ensure close relationship with the key stakeholders in the Kingdom of Saudi Arabia to ensure strategic alignment and foster close collaboration
Team Operations
- Support the management of the team and prepare Monthly/Quarterly/Annual Business Review meetings
- Support management with diverse PowerPoint presentation preparations for leadership, committee and Board of Directors meetings
- Set and keep track of the team’s short-term, medium-term and long-term goals and objectives

Experience & Qualifications
Knowledge, Skills and Experience
- 5+ years of proven experience in strategy development, business planning, and market intelligence from a strategy consulting firm or from a strategy function in a big corporation
- Exceptional presentation preparation and MS Office (Word, Excel, PowerPoint) capabilities
- Strong analytical and problem-solving skills with a proven ability to develop successful strategies
- Excellent communication and presentation skills, with the ability to convey complex information clearly and concisely to a variety of audiences
- Strong project management skills and with a track record of managing complex projects within a fast-paced environment
- Passionate about manufacturing and with a solid understanding of manufacturing ecosystems
- The willingness and ability to think creatively and explore new ideas that can strengthen Oxagon’s Unique Selling Proposition
- The ability and drive to adjust strategies in response to changing market conditions, new data, or unexpected challenges
- Robust stakeholder management skills
- Good business acumen, financial & economic analysis/development, abstract problem-solving, and logical reasoning
- Strong understanding of the Manufacturing and Innovation sectors, including key trends, challenges and opportunities
- Results-oriented with a strong focus on driving growth through revenue-generating opportunities/ initiatives
- Character and willingness to perform in a fast-paced, startup-like environment
- Self-motivated, proactive, and able to work independently as well as part of a team
Qualifications
- Bachelor’s degree in Business Administration, Industrial Engineering & Management, or related disciplines
- Master degree is preferred
