Role Overview
The Senior Development Manager – Sitewide Systems Infrastructure will work within the Sitewide Development organization, liaising with other Proponent and in coordination with other team members, oversee projects in line with project objectives.
Requirements Summary
- Working within Trojena Proponent Sitewide Development team organization structure, and in coordination with other team members, oversee projects in line with project objectives.
- Oversee Projects for the delivery of projects/programs on time, within scope and on budget.
- Manage the risk, issue, and change resolution process, and work with other leaders to take corrective action as needed.
- Monitor compliance with policies and standards.
- Provide executive leaders with the information needed to assess which proposals have the highest potential value, impact and strategic alignment.
- Continuously evaluate projects to ensure they are meeting company standards, adhering to budgets, and meeting deadlines.
- Accurately document the project's creation, development, and execution as well as documenting the project's scope, budget, and justification.
- Oversee the implementation of NEOM process and procedures. 5 to 10 years demonstrated project management experience.
ROLE COMPETENCIES & ACTIVITIES
The Senior Development Manager responsibilities will include, but not be limited to:
Stakeholder Management
- Analyze stakeholders’ needs, interests, and influence to prioritize engagement strategies.
- Develop and implement stakeholder engagement plans tailored to different stakeholder groups.
- Build and maintain strong relationships with stakeholders through regular communication and meetings.
- Act as the primary point of contact for stakeholders, addressing their concerns and providing updates on relevant activities.
- Manage the dissemination of information, ensuring timely and accurate communication.
- Work closely with internal teams, including communications, project management, and legal, to ensure stakeholder interests are aligned with organizational objectives.
- Identify and address potential conflicts or issues with stakeholders proactively.
- Mediate disputes or misunderstandings, ensuring that resolutions are in the best interest of both the stakeholders and the organization.
Project Management
- Accountable for the development and execution of the design, working closely with the proponent team to drive the right outcomes from concept through to delivery and handover stages
- Provide the bridge between the Development, Project Management, Construction, Cost and Infrastructure teams.
- Responsible for developing design strategies to optimize the specifics elements of the scheme to maximize both the design and the commercial outcomes
- Pioneer design briefs, product qualities and concepts for elements of development.
- Assist in developing and managing the overall development timeline and progress-to look at design, development & delivery of the project
- Involved in procurement, contract management, cost management etc. in conjunction with the Senior Development Manager & Directors.
- Involved in the construction planning stages.
- Managing consultants, especially engineers, design architects and consultants to maximize and consolidate all design intends, qualities and specifications accordance with design and safety requirements.
- Add to and refine all sales and marketing materials, internal submission / cross departmental coordination authorities and design approvals.
- Executed goal centric value engineering cost-effectively.
- Advised on any other matters pertaining to authority, design and construction.
Leadership
- Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
- Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.

Experience & Qualifications
Knowledge, Skills and Experience
- 10+ years of experience as a Developer in the capacity of Project Manager/Development Manager.
- Excellent communication skills, with high standard of English (oral and written).
- Have a sound understand of industry, able to draw data & info from a broad range of sources, understand planning processes, work with consultant & authority to meet objective, general understanding of construction (not necessarily a construction expert), generate business solutions.
- Able to understand and write a development brief or add the writing of a development brief.
- Have a good understanding of real estate from architectural concepts to feasibility studies, investment proposals and financial models.
- Liaison with external parties legal to authorities, sectors & design.
- Depends heavily on the learning agility & transferrable skills (subjective).
- A range of real estate industry experience including extensive residential experience; ideally having been involved in the residential design and development process from briefing stage through to handover and occupation with a thorough understanding of authorities’ issues and requirements in relation to residential development.
- The individual should have a commercial understanding and have the ability to analyze and promote value add opportunities balancing risk and reward.
- Problem solving, planning, organizing and analytical skills in the resolution of complex problems, manage competing priorities and deliver quality results on tight deadlines.
- Good communication and interpersonal skills to facilitate decision making, influence and build relationships with key stakeholders.
- Has experience in coming up with a development brief. Strong experience in project feasibility study.
- Preferably target candidates who have worked on multi-asset and multi-disciplinary, complex developments development projects with a contract sum/gross development value (GDV) of $ 1Bn and above.
- Excellent communication skills, confidence, ability to convey ideas easily and interact with various stakeholders.
Qualifications
- Bachelor's Degree in Real Estate, Architecture, Master Planning, Civil Engineering, or Construction Project Management from an accredited university.
- Professional registration and accreditation with Real Estate, Civil Engineer or Urban Design Institute i.e., MACCE, MIED, CARB, PE, MICE, PMP, CIOB etc. is desirable
